The buffing with the sanding sponge does more than just take off the high spots, it actually fills in the low spots, so from that respect, it has an advantage over scraping.

One of the problem I have had in the past is that the low spots are very deep, and difficult to fill, so the sanding sponge helps fill and smooth.
